Healthcare Facilities: Administrator / Program Director/ Architect
Frontis W. “Dub†Evins is a healthcare facilities planner architect & hospital administrative executive with over 25 years experience in leading major, multi-campus hospital/healthcare systems through strategic growth and physical expansion processes with highly successful and award winning facilities. As a recognized industry leader with a demonstrated track record of success by guiding three “Top 100“ hospitals through complex medical facilities master planning and development.
Mr. Evins, or “Dubâ€, as his friends call him, brings a unique combination of skill sets as both a registered architect (NCARB) and hospital administrator (ACHE) to all sides of the program management table by providing in-depth and valued experience to assure that each project achieves its optimal potential. From large new green field facilities, research, specialty hospitals (children’s, cancer, heart etc), MOB’s & Clinics, to smaller additions and renovations he is equally adept and experienced at working internally in healthcare/hospital organizations as a seasoned leader or externally as a professional consultant. His healthcare experience has been in the clinical not for profit healthcare sector, teaching university hospitals and research facilities. University work includes projects at UCLA, Stanford, University of Miami, UC Irvine., UVA and MCV. He has also lead teams overseas in Dubai, Abu Dubai, China & Germany on cutting edge medical facilities master planning & design.
By assessing each medical center’s (or project’s) opportunities & restraints, ongoing facility operations along with strategic & systemic growth needs, he deftly leads the team process that directs, manages and determines each new project’s: scope, planning, budget, schedule & delivery methodology and agency processes requirements. By merging the clinical path needs of the program with critical path management of delivery he combines extensive strategic & tactical planning proficiency, deft organizational leadership and strong project management expertise to achieve extremely positive results within defined budget and schedule parameters. His proven ability to balance multiple work demands of large complex projects on multiple sites while collaboratively building teams of diverse (and some times acrimonious) constituencies & guiding all toward collective goals is his strong suit. As a consummate quick study that can be spontaneously creative in meeting near term needs while never losing sight of the long term goals his SWOT study abilities are quick and focused. Extremely adept at developing and negotiating real estate transactions, design & construction contracts that preserve, protect and enhance the owners means and methods of achieving the project’s optimal results in a very fair and balanced way. By openly demonstrating excellent leadership and proficient decision making skills via concise, clear and consistent communications he is well respected and attracts talented consultants, employees and vendors with similar value structures. Works well across all levels of complex organizations as each participant input and buy in is essential to each endeavors success. His high e-Q generates enthusiasm and desire to all stake holders interests by clearly and openly conveying each party’s important role in guaranteeing their future projects success. One of his intellectual gifts is in compiling vast amounts of analytical data from diverse sources via participatory listening and distilling it via options indexing on a wide variety subjects to arrive at optimal solutions.
He is well grounded in hospital administration, operations and moves fluidly between the board rooms to the construction trailer. Having directed hospital engineering and support services departments in general operations he understands the importance of making the right decisions in creating the structure so that transition into ongoing operations is seamless integrated process. In addition to his daily responsibilities he has let teams for Hospital Emergency Disaster Management Preparedness in California (HEICS), Virginia & Florida. He has extensive knowledge and direct hands on working experience with governing regulatory agency codes: OSHPD, JCAHO, AIA/AIA, BOCA, DHEW, NFPA, UBC, and OSHA. He works closely with governing agency personnel to maintain & enhance relations.
